You may be mixing two related, but different things together - the application for vacancy promotion as well as the later appointment as CPL.

Individuals who are recommended for promotion to SGT and have graduated from BLC will be laterally appointed as a corporal. Since the beginning of FY22, this applies across all components of the Army (RA, ARNG, USAR). Although BLC is not a requirement for your promotion to SGT (as of this June), I'll hazard a guess that you have completed it.

Thus, you are now a CPL (it's automatic and isn't part of the monthly promotion cycle).

Your UVP is probably still working it's way through the system and once approved and processed you'll pin on SGT stripes.

CPL (Join to see) - Hmm.. digging deeper I realized I fell into the old "this applies to everyone" mistake. My apologies.

For RA and USAR, nothing has changed. BLC and recommended for promotion is still required for the lateral appointment.

For ARNG, "SPC will be appointed to CPL when the Soldier is assigned and works in a higher grade position" (AR 600-8-19*, para 6-10). For RA and USAR, it's automatic in IPPS-A. For ARNG, your unit would cut orders (you can check IPPS-A to see if it's there).

So, that solves the mystery of your lateral appointment to CPL.

COL Randall C. so this is apart of the process and CPL is just automatic. My NCO told me initially that it would be 30 days for the change in the system, but when I seen that I was laterally appointed to CPL it threw me for a loop.

CPL (Join to see) - Yes/No. For RA and USAR, the lateral appointment is automatic in IPPS-A. For the ARNG, orders effecting the lateral appointment are done as part of the process.

If you're at a company-level unit, then the delay can easily be explained by the fact your unit can cut the orders for the lateral appointment but it will take the field grade commander to sign off on the promotion orders.

The date of your promotion should be the first date you are eligible, so regardless of the administrative time it takes to process the promotion, if you were eligible to be promoted on (hypothetically) 3 OCT 24 and the promotion order doesn't come out until 10 SEP 24, the effective date should still be 3 OCT 24. If not, talk to your personnel folks to get it squared away.

Now that your going to be in the ranks of the NCOs, you should look over two different regulations that will govern enlisted personnel actions (especially promotions and demotions) or ARNG Soldiers - AR 600-8-19 and NGR 600-200*. You don't have to memorize them, but you should become familiar with what's contained in them so you will be able to advise the Soldiers working for you.

As you are approaching E5, it is time for you to become an expert on AR 600-8-19 (ch 6 for National Guard specific info) and the Enlisted Promotion System MOI your G1 publishes every year.
Promotions in the Guard are a multiple step process of 2 to 3 orders.
1. transfer order to the vacancy in the next higher grade.
2. lateral appointment order to CPL for an E4 moving to an E5 vacancy.
3. promotion order to the next higher grade, once that Soldier rises to number 1 on the promotion list in that MOS (after every name ahead of you has either promoted or is found not currently eligible for promotion). And this step could take 30-90 days, depending on how functional your unit and BN S1 are at providing all of the required documents to G1 on the first try.
Your state's G1 has the promotion list published somewhere, the link is probably in that MOI, you should be able to see where you are on the list.

It appears that making the soldier an acting CPL would be much simpler. Company, Troop Battery CO is authority and since he is a Speedy 4 will get same pay. Wears the stripes, has the responsibilities and benefits of an NCO. I remember best as an acting CPL was being able to go to NCO club instead of the beer garden and the private room instead of living in the bay.

We'll need more details to answer this but the first follow up question is do you meet all the requirements for SGT and if so, did you put in your promotion packet? When is the next board?

Yes I met all requirements, and yes I submitted a packet. That’s how I was able to get selected to filled the vacancy.

I think things work differently on the NG side with promotions because they never said I had to go to the board

CPL (Join to see) - In the reserves and the NG the soldier typically doesn't have to sit in front a board but there is still a "board" where the packets are reviewed and selected. My guess is that you're packet is in that part of the process and when the next board convenes, you'll likely get promoted. Then you hopefully will get your stripes the following drill.
