Does anyone know why Army CID is closed for enlisted and officers?

MAJ Ronnie Reams - While in the Guard, I was involved in a FLIPL investigation on an Technician that was also my maintenance sergeant. He missed the first Command Inventory and I tried to have him removed and was overridden by BN. He then missed a COMET and I did fire him. His section was short about 10 grand in stuff.
The former PBO was the Surveying Officer and he was trying to get me to pay for it. I jumped a couple levels of command to get that one straightened out.

CSM Charles Hayden - Full Time staff were protective of their own in the Guard Units I served. Most of these guys were good soldiers, but as I indicated above, I had a dirt back technician that the chain of command had protected. You can also get tension between the technicians and the AGR staff. That can be a toughie too.

The major reason here being is that there are far too many CLEARLY CRIMINAL CASE'S that are being investigated, and JAG finding Cause to Prosecute, that were & are almost constantly being dropped because of UNDUE COMMAND INFLUENCE, OR WORSE, COMMAND CULPABITLY (IF NOT OUTRIGHT ACCESSORY BEFORE AND AFTER THE FACT), when all the fact's come out in a Special or General Court Martial. By CIDC going civilian, ala NCIS, the ability of Commander's to get a Case dropped, for whatever reason, becomes a fact now impossible to hide, and may spur CIDC, and conceivably JAG, to start going further, with an UNDUE COMMAND INFLUENCE Charge, closely akin of AN OBSTRUCTION OF JUSTICE CHARGE. now being pursued. And like it or not a part of this came out of any number of CIDC In-Theatre RAPE CASE'S, that were reported to Unit Commander's, but summarily dismissed. Congress, led by Kristen Gellibrand (R-NY), got it into this, and made it ABUNDANTLEY CLEAR that if the Army didn't deal with this then Congress would. CO's dealing with Article 15's is 1 thing. But FELONY's are wholly different issue, and not just rape,

Seriously, didn't you ever ask? Anyone in MPI or CID could have told you; not to mention anyone up your own chain of command.

SSG Bill McCoy - ; Agreed as this is a case of an NCO, all the way 'Up', not looking out for their people, not to mention the Army as a whole, with respect to BOTH BASIC RESPONSIBILTY'S OF THE CHAIN OF COMMAND, but to a more serious issue, that being A LACK OF RETENTION. Unit Retention NCO's are hearing this everyday, from CSM's, all the way up to both MILPO's and DCSPER's, whenever Retention, UMR's by MOS's, and Deployment Availability issue's are brought up. And as ugly as this can get if you're not getting anywhere go ask your LOCAL INSPECTOR GENERAL'S OFFICE. The IG's Senior NCO, normally an E-8 with 'Top' time, will find out and get back to you. Retention, now, as a IG Item of Interest and is going to be looked at with respect to retention and morale.

SSG Bill McCoy I did ask. All I got were comments like, don’t have time to go into it, but mostly it was a very clickish and no one would point me in the right direction. Even my Platoon leader & Platoon Sgt. discouraged anyone from just being more than a beat or field MP. Mind you, this was back in the early 80’s. I have since had a fulfilling civilian law enforcement career AND as an investigator with the Sheriff’s Department.
