What recommendations do you have for good health insurance companies?

A soldier is attempting to obtain health insurance for her mother. She refuses to claim her as a dependent because her mother works and earns a good living. The problem is that her mother does not want to be checked for personal reasons. This soldier agreed with her that she would handle the insurance, but she would go to the hospital and she will get medical help. Do you have any recommendations for good insurance companies?

Aetna or Blue Cross Blue Shield are good. I used both back when I was a civilian forever ago.
