What recommendations do you have for good health insurance companies?

A soldier is attempting to obtain health insurance for her mother. She refuses to claim her as a dependent because her mother works and earns a good living. The problem is that her mother does not want to be checked for personal reasons. Aetna or Blue Cross Blue Shield are good. I used both back when I was a civilian forever ago.

You have to read up on the companies and the policies and is the Doctor/Clinic/Hospital covered as "in network." How much of a co-payment does she want to fork out, what are medication copays. There are a lot of variables in this equation.
