I have a friend whose husband (marine) died from brain cancer after being exposed to burn pits in Iraq. Can she file a claim posthumusly?

His diagnoses of brain cancer was done by the VA.

No, the VA did not do the diagnoses. The Naval office at Camp Lejeune, NC did.
