In considering the National Security of the United States, If there be rival nations upon the earth, wouldn't there be rival worlds within the multi-verse? And if so, should NASA be concerned about what we may encounter within interstellar space?

NASA shouldn't be concerned with any life forms outside of our solar system right now. Any advanced life that is capable of cruising around interstellar space is so far beyond our capabilities that it's not something that makes sense to worry about. If they have mastered interstellar travel, they have technologies that make ours look like kids toys. They probably wouldn't have any reason to acknowledge our existence any more than we acknowledge the existence of the worms we pass on the sidewalk.

But, if it'll get NASA some more $$ for research and exploration, I'll take it!

You beat me to my point. We have exactly one spacecraft which left from this planet and reached interstellar space, it it took almost 40 years to get that far. Anyone who shows up here, either exceeded the speed of light, invented a functional warp drive, or came in a generation ship or cold sleep. In short, either they are castaways with no way to return, or are vastly ahead of us in terms of technology.

If the aliens from Independence Day do show up to make us into their food source, we;ll just have to muddle through as best we can. No point in designating a few billion dollars to preparing for a scenario that's unlikely in the extreme, but I have my ammo cabinet stocked ... just in case.

I don't think we should be scared per se. I think it is more of a case that we should try to logically predict issues and prepare for them in the best ways we can. From there we should boldly go where no man has gone before (aside from men that were abducted by aliens).
