If being flagged for an investigation that was later unfounded and dropped, would time in grade toward an automatic promotion be affected?

Time flagged doesn't affect your time in grade, anyone who says it does is confusing that with the requirements for the good conduct medal. You can be flagged the day after you pin PFC, receive UCMJ without losing rank, and the day you meet the TIG requirements for SPC, you can pin that day

It shouldn’t PFC (Join to see)! When you are ‘flagged’, you are ineligible for promotion or other ‘favorable’ personnel actions such as awards. Your time in grade is not suspended and once the ‘flag’ has been removed, you would again be eligible for promotion. That being said; you would still have to be recommended for the promotion and an unfavorable ‘flag’ could possibly impact your recommendation. SFC (Join to see) is extremely knowledgeable regarding current Army Regulations and could provide you a definitive answer. Things may have changed since I was NCOIC of Enlisted Promotions 83-87.
Best of luck!
