Does anyone know if there is a HQDA readiness standard rate?

I was assigned to HQDA US ARMY HRC between 06 and 07 [see 10 USC 1176], and it didn't seem so at the time... One has to look at it from the perspective of being a prime target, what's there to get ready for? I did 5 years with 56 BDE FA Pershing in the early 80's, a prime target, the firing batteries just hope to get the missiles launched before the Soviet Army showed up... or being assigned to 4th ID.; when you're stationed in the shadow of NORAD one can't out run incomming ICBM's
