There is a recommendation to change the Senior Rater's "Most Qualified" block to less than the original 49% to 24%, more readily reflecting current promotion trends/percentages. This will have a huge impact on the senior Rater's profile capabilities and requiring strong write-ups when there ar no "most qualified" blocks available due to inmature profiles. Leaders,what are your thoughts?
