So i had gotten an aam from 12 Feb 2019 to 12 Oct 2019. I would like to learn how to find the effective date. Also if anyone knows what regs could i find that information on calculating it ?
I been interested in learning how these type of proccesses work for like awards, promotions, etc.

The date should be on the award certificate itself. It should say "FROM 12 FEBRUARY 2019 TO 12 OCTOBER 2019" then below it should say "THIS XXTH DAY OF MONTH YEAR".
You should also be able to find it on the back of your 638 next to the S1 signature.
What kind of processes are you looking for?

PFC (Join to see) , SPC (Join to see) is correct. The award is not an award before the S1 publishes it as an order, which is on the 638 after the approval authority signs for approval of an award RECOMMENDATION. As soon as it is approved and assigned a Permanent Order Number it is now an Award, on that date.
Why the question about "effective date"? Promotion Points cut off?
I echo SPC Benjamin's question, what process are you looking for here. We have chimed in on similar questions on RP over the last few years. If you google RallyPoint, either of our names, and army awards, you'll find those discussions (RP search engine is wonky). The nuts an bolts of AR600-8-22 Military Awards have not changed in probably 30 years. The regulation also contains S1 processing instructions.

The award date will be listed on the certificate itself. S-1 will also be able to verify the award date and also the date it was entered into your record.
