What is your understanding of the additional categories of "Senior Field Grade Warrant Officer" and "Field Grade Warrant Officer"?

It is my understanding that this is simply a title clarification for duties and privileges, i.e. Safety Investigations, housing, etc. It also aligns the titles with the new OER Forms.
A field grade warrant officer in command of a unit is not authorized to issue Field Grade Article 15s to soldiers, as the Manual of Courts Martial, addresses issuance of this level of punishment, specifically in section 815, Art 15, (b)(2)(H) "if imposed by an officer of the grade of major or lieutenant commander, or above"
This has caused some confusion with many soldiers.
