Covid shots for spousal caregivers who are not part of the official VA caregiver system?

Covid shots for spouse caregivers. Many veterans with disabilities have spouse caregivers who are not part of the official VA system and don't need stipends, etc. But, they are truely our daily caregivers. Why can't the VA include them as eligible for Covid shots when the spousal veteran comes. The vaccine is free so the cost to the VA is minimal. Also, on a national scale, it will increase the number who received vaccination against COVID my the tens of thousands.

How does one send this up the chair of VA command? I mentioned it to our local VA but they were only interested in quoting the rules for caregivers and suggested I apply under the VA's formal PCADC program, which means, forms, interviews, etc. and takes about 90 for their review. But this program trains caregivers, holds meetings, and gives stipends. This is a good program, but not what every veteran spouse caregiver needs. My interest was only in getting the Covid shot.

I was going to fight the VA over that but her doctor had the shots before the VA
