If you could change the 2015 budget that was announced what would you change and or correct? If you make a complaint offer a suggestion.
Example. I am OUTRAGED at the BAH cuts. I think it could hurt a LOT of families mine included. I hate the cut to it, and think it is a retarded idea. Here is my solution. Instead of an across the board cut where everyone takes a hit, change how BAH works. Make it somewhat like the Overseas Housing Allowance. Set a max cap per rank (and fix the fact that Officers seem to get a LOT more money than enlisted) Anything NOT spent on rent will then be withheld. A soldier would present a copy of his or her lease to Finance and their BAH would be ONLY that up to a set cap. Set a separate amount of utilities based on an average use in the area. That will be your utility allowance per month. No soldier would be allowed to pocket leftovers. Problem addressed and solution offered.

I like the concept, but as MSG Quick indicated, it is impractical. If the point is to save money, you must also factor in the cost of administration.
What I definitely don't want to see is a reimplementation of the race to the bottom BAQ/VHA system.
I did like the proposal of the dependent indifferent locality allowance. Not only would it save money but also eliminate some of the inherent unfairness of our compensation.
Cuts to the commissaries are in my mind a no brainer. I have yet to see any real justification for the continued existence of DeCA when that function could be served through NAF.
Health care costs are going to remain expensive regardless of what the DoD implements. The problem is external to the military.

Health care in the military is going to be a constant problem. (civilian world now too). I had an Army doctor tell my wife they weren't going to send my son for further testing because it was too expensive. The healthcare we have is already insufficient and some people have the nerve to think we should pay more into it or that we have great free health care when none of that is true. I can't even begin to offer a fix for that one though. There is TOO much messed up there.

I think the slowed BAH increases (not cuts) and 1% pay raises are goods thing and will save a few billion dollars.
Your solution would completely bottle-neck Soldier's financial issues and overwhelm finance with unnecessary paperwork.
Also, commissioned officers will always get higher pay than enlisted...it's their level of responsibility.
