Can an unit generate orders or awards for a SM no longer in their command?

BLUF:
I was in the 173rd a few years ago and did a foreign jump. I still have all the supporting documents required to get foreign jump wings but don't have the actual orders awarding me foreign jump wings.
Me and a few others kept bugging command and S1 about it and since BN and BDE was rotating command teams it got put on the back burner.
Since then I haven't worn my ASUs so it wasn't a priority considering other factors. Now that I'm in a new unit, I want to make sure I got my T's crossed and I's dotted. I haven't been able to contact my old S1 section but would they be able to generate foreign jump wings if I show them the supporting documents or am I SOL? Thanks in advance.

Foreign Badges and Decorations LISTED in Appendices D and E
The Requestor submits a request for to accept and wear the foreign badge or decoration using a DA Form 4187. Provide a copy of the certificate and/or citation for the badge and decoration in the original language and an English translation. Submit the request through the chain of command to the servicing HR office.
The HR office verifies that the requested badge or decoration is listed in AR 600-8-22, Appendix D or Appendix E.
The HR office validates that the badge or decoration was earned in accordance with guidance in AR 600-8-22, paragraph 9-26 (i.e. awarded in recognition of meeting the criteria prescribed by the host nation military).
The HR office prepares the memorandum authorizing acceptance, retention, and/or wear and submits to the approval authority (commanders or DCGs in the grade BG/O7 or higher) along with supporting documentation. (see note 1)
The approval authority approves the acceptance, retention, and/or wear of foreign badge or decoration.
The HR office returns approved memorandum to requestor and submits approved memorandum to iPERMS along with the certificate (original and English translation) for posting to the Soldier's Army Human Resource Record (AMHRR) (only if approved for "acceptance, retention and wear"). No filing requirement of "token acceptance" only. (see notes 2 and 3)
Notes:
1. Organizations which do not have commanders or DCGs in the rank/grade of BG/O7 in their chain of command may submit their requests to U.S. Army Human Resources Command (USAHRC), Awards and Decorations Branch (ADB), for processing.
2. Foreign badges and decorations approved for honorary or token acceptance only (not for wear on the U.S. Army uniform) are NOT posted to the recipient's AMHRR)
3. Foreign badges and decorations included in Appendices D and E will not be updated in Electronic Military Personnel Officer (eMILPO) (for posting to the Enlisted Records Brief or Officer Record Brief, or DD Form 214); only those foreign badges and decorations published in AR 600-8-22, Chapter 9, Sections III and IV, may be updated in eMILPO.

As long as you have the jump status orders or that 4187 signed by the General, if you were not on jump status, along with the manifest there shouldn’t be a problem getting orders from your current unit. If you were active but now are USAR then your current unit would have to submit the documents for the award. It would go through your current command.

CSM Charles Hayden thank you CSM. It's crossed my mind lately. The past 3 years in the reserves (maybe just my last unit) showed me the difference in record keeping from USAR and active duty. I actually plan on going through my I love me book this weekend to square away anything I might have missed.
