What is the difference between an ALARACT vs. a MILPER message?

MILPER Messages are about Personnel Policies (HRC) only, and ALARACTs are about everything else, for all Army personnel. Personnel vs. everything else.

CSM (Join to see) just as SSgt Michael Hacker said...same thing here. When I did of a Google search of the same question this conversation thread was at the top of the "best answers" list. CPT (Join to see) , if I may amplify COL Charles Williams 's answer I would as follows: ALARACTS are time-sensitive changes to regulations when the change cannot wait for the next revision of the regulation. ALARACTS are aimed primarily at commanders. MILPER Messages are announcements in line with standing regulations. MILPERs are aimed at the HR professionals in the Army in order for them to update, educate and advise the general field population. An example: Centralized Selection Board announcements are in-line with the current regulations. They are aimed at HR professionals to update, educate and advise the their respective field populations on who's eligible and what they must do to be considered and to be competitive.

ALARACT: All Army Activities = Army wide and Operations
MILPER: Military Personnel Message = just HR
MILPER: Military Personnel Message = just HR

MILPER (MILitary PERsonnel) Messages are personnel (HR) specific while ALARACT (ALl ARmy ACTivities) address issues that impact the Army as a whole.
