I submitted my REFRAD in April 2020 to my S1 for a release date of March 2021 (the date on my ORB). I spoke with my CDR about my intentions in January 2020 to give him and the BC as much of a heads up as possible. My requested release date is being denied because there are no officers scheduled to be replacing me. There are no officers in-bound because no one was requested at the last manning meeting (this is what I've being told). How far out should I have made my intentions clear? The regulation states REFRADs can't be submitted earlier then 12 months and no later then six months prior to the separation date. I spoke with my CDR 14 months out.

I forget which month, but there is one annual process HRC has where there is an operations assessment and slots are determined for fill and which will be fallow. If your are in any type of MTOE it will be a fill. That process drives all the Manning cycles for the year.

Are you simply being delayed on REFRAD or being denied all together?

What you may be describing is the slating process and the communication with your branch manager by your HQ for inbound officers in the upcoming Manning cycle. So if your BN or BDE doesn't outbound officers to the advanced course, they don't get inbounds for LTs and CPTs. I had to make the hard choice as an XO to allow experience to leave rather than have a mismanaged, unhealthy Officer population. Many wanting to stay indefinitely.

Thank you for the reply sir. I want to say I’m being delayed but from what I’ve been told my BC is refusing to approve (sign) my REFRAD because there are no known incoming replacements for me. So maybe I’m being denied? It’s been suggested to me to re-submit for two months to the right because that’s when the next inbound officers would be arriving. My concern with this is if they aren’t approving my original date because of unknown manning, why would they approve for two months later with unknown manning.

1LT (Join to see) - what is your Commander telling you? Request an office call with the BC to confirm deny the two months thing. 60 days in the grand scheme. Is not a big deal, although I know you will be job hunting etc.

That does seem like my next best COA sir. My BN and I are currently in different countries, so I will have to call my BC when she can receive the call. Everything I’ve said here came from my CDR and directly from my S1. LTC Jason Mackay
