Someone in a different unit told me that an email came down about limiting PCS travel to 10 days max (to include authorized travel days) until 31 Dec. I.e. your report date is 20 Sep so your PCS leave starts 10 Sep. Is this an Army-wide thing ? I can’t find any info about this anywhere.

I don't know about this end of the year date. The current travel restriction is 10 days for most people. But that ends in June.

From what I know firsthand from the USMC (which is DOD directive) all PCS has been suspended.

It's actually 9 days max. 10 or more days require an ETP. Reference ALARACT 038/2020 and 040/220. ALARACT 038/2020 limits leave during PCS to less than 10 days until 31 Dec 2020. ALARACT 040/2020 is the guidance for ETPs for 10 or more days of leave.
"4.B.4.A.1.E.3. LEAVE AUTHORIZED FOR PCS, TO INCLUDE TRAVEL DAYS, WILL BE LIMITED TO LESS THAN 10 DAYS. THE INTENT IS TO GRANT A MINIMUM OF LEAVE REQUIRED FOR SOLDIERS TO TRAVEL FROM THEIR CURRENT UNIT OF ASSIGNMENT DIRECTLY TO THEIR NEW PDS."
PTDY for House Hunting and Proceed Time also cannot be approved by your losing command. Once you report to your new unit you can request these from your new unit and can also request ordinary leave of 10 days or more from your new unit. These would most likely be limited to the local area of your new unit though unless an ETP from your gaining unit is granted IAW their local policies.

SGT(P) (Join to see) - It's until further notice or 31 Dec. If conditions change significantly it could be revoked, however you should plan for it to last until 31 Dec as it states in the current ALARACT. This is not an extension of the PCS stop movement, only restricting the amount of PCS leave you can take. If you have an extenuating circumstance such as moving family or something you can apply for the ETP.
