SFC list is a 2-year list, but they haven't promoted anyone yet. Do they promote everyone within two years of the list coming out or by FY?

Some MOS's blow through their lists quickly, some move at the speed of smell... It'll happen eventually.

SFC (Join to see) - I feel ya... I waited forever too... My MOS would promote one or two every few months while other MOS's would promote dozens each month.
The Navy has a very true saying... "Choose your rate, choose your fate"... (Ratings are what they call their MOS's).

so..lol I became promotable in April 2018
I guess what I mean is ....with a 2 year list , do they have to promote everyone on the list by April 2020, or do they have until the end of the fiscal year

Not in my experiences as 75C, Personnel Management Specialist & NCOIC of Enlisted Promotions. I also ‘worked’ the E7 Board at Ft Ben.
Promotions have Always been based upon the NEEDS of the Army. Just because you are ‘eligible’ for promotion, does Nit mean you Will be promoted! If you are Not promoted within the time frame established by the Army; you could be discharged.
At least That is the way the Army functioned from 1983-1987.

Just ‘checked’ your profile SSG. You have ‘exactly’ what the E7 Biard was looking for when I’worked’ this board. They also look for ‘Civilian’ education. I always recommended Solduers take one college course. 10 points for ‘civilian’ education & 1 point per credit hour received. Can be added at completion of college course. SPC Nancy Greene all of that is done at the selection board. For SSG Burrafato it has already happened, two years ago. He was already SELECTED for promotion, and lined up with his peers in a sequence. This is what it means to be promotable to a senior enlisted rank. They promote over the course of two years based off of the sequence numbers. For senior enlisted promotions there is no point scale.
