I bought a plate carrier coyote tan and I’m not sure if it’s in regulation to wear it or should I go with a ocp an pattern one

The bigger issue non-issue, non DOD approved equipment. Since it's a plate carrier and offers no ballistic protection, that's not a big deal, until your unit says no plate carriers. They're usually only authorized for vehicle crew members anyway, simply because there is no ballistic protection.

As for the color, we have lots of outdated patterns being worn on TA50.

Morning I asked and he has no knowledge asked a couple sergeants in my unit and they are not sure i read the regulations and it doesn’t specify anything on the subject matter and I want to do everything by the book

Chain of command question. There are always guys in the unit that go out and blow their paycheck on gear from Tactical Tailor. Only to be told they can't use it because it is the wrong color. If able, print out a colored picture to bring to your team/squad leader.
