I have come to find to that unit memorials are not something that is funded in a training year. I can see that but I am also learning that a GPC can't be used. But when a unit puts up a marker or adds a name to a KIA wall I imagine that the Army pays for it somehow.

Has anyone dealt with this before?

Not necessarily, the memorial you are showing was paid for and donated by the 82nd Abn Div Association, and as you should know is on the ground on the 82nd Museum , which was transferred decades ago to the Association.

The memorials are usually paid for by the association that supports that unit. For instance the memorials at the Sapper Grove at Fort Leonard Wood are updated by the Engineer association through funds donated by members.
