Should civilian employees that work with military personnel be punished for the mistreatment of those personnel?

What should the punishment be ie. reprimand, firing, grade reduction?

Yes, but they never will, I have seen firsthand GS employees verbally bully and abuse military SMs and nothing happen to them, because they have been in the system too long and have all the connections and protections from any punishments, or they know someone high enough in the COC that it just disappears or gets swept under the rug and the SM ends up getting transferred.

Only time a GS Went off on me. She was quickly Reprimanded by the O-6 Captain, She may have been the Capt's Civilian Writer/Clerk but I was her Master at Arms.

Yes, I think they should be punished but the problem is that federal employees are rarely punished. Personally, I don't think ANY civilian (other than the President, Secretary of Defense or Secretary of the Army) should have ANY authority over ANY Soldier.
