Why did HRC decide to convert 15F, 15N, and 15Y to 15L?

Can some explain to me why HRC decided to convert MOS’s 15N, 15F, and 15Y to 15L? Since the move, staff sergeant promotables from the 2018 SFC list have been hindered from getting pinned do to this new MOS 15L being 120% over strength which is frustrating. Every month has been 0 pickups for 15L. Just looking for clarification on this please.

It's usually not HRC, it's the Branch Proponent Office that makes MOS consolidation decisions. The decision brief is is in their MILSUITE.

I was told that it was to open up option for where those MOSs can go. I know for 15Y it is very difficult to make 7 but with this change it opens slots for us. More spots but now pulling from a bigger pool.
