What does the "Q" on PSI Status mean in Section II of my ERB?

Answer your question with a question : what does your security manager say it is? It's some sort of PSI status other than a clearance. The answer is in JPAS.

My ERB says that the investigation is completed for my Secret Clearance. With “Q” on my PSI Status, and “SEC” on SEC CLNC in Section II of my ERB. Would this still mean that I do not have clearance?

On your SRB, you have PSI init date which is the date the investigation was started, below that you have the completed date. Above both of those you have your adjudication status. If it is just a Q, and doesn’t state Secret or TS/SCI, then your investigation is complete pending adjudication. SPC(P) (Join to see) As LTC Jason Mackay stared, go seek assistance from the S2, although their view is limited to before the investigation goes to OPM for adjudication.
