Can Active Duty make use of PFI (Personnel Force Innovation) Or is it only for Guard and Reservists?

The only way active duty can take advantage of PFI is to fund a position. I spoke with a program manager from PFI several years ago when I was looking to bring on some people for a Depot project when I was with the MRAP Army Project Office.

It says right in it they are placing Reserve and guard to fill reserve and guard positions.
