What AR or National Guard Bureau regulation covers fraternization between Officers and Enlisted in the National Guard?

If not Federalized, methinks the States have their own military codes and justice system. I know NC does.

LTC Jason Mackay , yrs, but not sure Fed's recall the suspect to AD to try suspect. So it up to State, in fact, I not sure Fed's have jurisdiction when not in AD. I am not JAG and do not play one on TV.
