What percentage of service members stay in for 30 years?

I can tell you that less than 20% of Air Force personnel stay to a 20 year retirement. That was one of the driving factors behind the new blended retirement system. Attaining rank also plays a part bc only E-9s and O-6 and above can attain a 30 year active retirement due to up or out rules. I am speaking to active AF only, there are some tweaks to this for the Air Guard.

Do you know if there are any exceptions to up or out policy? Like say for example the service member is in a specialized program like on orders to NASA or in a critically manned field?

I am unaware of any exceptions for the enlisted corps below the rank of Chief to reach 30 active. The current AF limit is 28 years commissioned time for a Lt Col. There are also age waivers for members who are doctors, lawyers, and chaplains. I don't know if additional career fields have been added to the age waiver list or not.

Only retired as I was in an authorized position, requested by the Div leadership to stay and ordered by a Sgm with 9 years on station to PCS to an undesirable location because “all senior NCOs must move after 5 years on station”

HRC is a joke and we all know it. Worked at Fort Lee ScoE in the logistics SGM Position and had to directly work with all the CSM proponencies..its a number game....some MOS spears are wider than others, others are narrow and come to a point quickly and there's a FIGHT for Position in every battalion, brigade and division to place one of there MOS there,...thereby by increasing there numbres....
