The military will replace his medals as long as he has not already requested a replacement set in the past , you have to request them I will dig out the address for the request for you.
Here are a couple web sites that you can order new uniforms from but they are at your cost.
Marlow White which are very nice quality ; https://www.marlowwhite.com
Army Surplus World, which are new uniforms but I have no idea about the quality;

SR Michele Butcher - Here is the info for requesting replacement medals from the service: If you google or web search the SF 180 a fillable one is available that you can type the info into and then print off .
Lost or missing military awards and decorations
Inquiries and requests for replacement medals should be submitted on a signed and dated letter or SF Form 180. Supporting documents, such as a copy of the veteran's DD Form 214, will facilitate the process.
Requests should be submitted to the National Archives and Records Administration, 1 Archives Drive, St. Louis, MO 63138-1002. Call Telephonic inquiries should be made to [login to see] .

Probably easiest to look on eBay for a set, at this point the Government won't give a replacement.

Yes, your nearest Army Surplus would be a quick, low cost option. You might be able to get the complete uniform for less than fifty dollars. Tell the folks at the store what you are trying to do and they might even make a better deal. Good luck!
