I agree, ssg! AR 670-1 4-10 states, "Soldiers may sew on the nametape and/or grade insignia as an option". The "and/or" implies to me its optional, but what do I know? I appreciate your input.

The "and/or" is a "conjunctive/disjunctive". The meaning in the case of the reg in question would be;
-- name may be displayed on patrol cap
-- rank may be displayed on patrol cap
-- name and rank may both be displayed on patrol cap.
I see no evidence that either name or rank is required to be displayed on the patrol cap.

No, but sometimes leaders don't know the regulations. It's easier all around to sew everything on. Then you don't have to worry about losing dammits or having the pins rust out (both have happened to me) or even taking it off and putting it back on in the right place every time you wash it.
