Is it possible for my previous recruiter to block my current recruiter from working on my enlistment process?

Yep - it's to prevent "churning." That is, to prevent one recruiter from poaching another recruiter's work and claiming the credit for him or herself.

Yes it definitely is. Your old recruiter gets credit for you. This very same thing happened to me. I met with a local recruiter and couldn't stand him. A buddy referred me to a friend of his who was a recruiter. Got all the way to the MEPS and the first recruiter complained and I had to start the whole process over.

When I came back in after a break in 1989, the Recruiters got points for each step you completed. (I'm making up the point values, as I don't know them!!). One point for a cold contact, one point for an office visit. Five points to go to MEPS the first time. Ten points to sign a contract. 25 points to ship to Basic (or your first unit). My Recruiter went on leave, and I heard the guy that took me to MEPS to ship that he got the lions share of the points, and that the other guy was probably going to be relieved because of it.
