Has anyone filed for INCAP pay and received it? Should I consider a Congressional Inquiry?

I've been traveling down this road for about 5 years now. It started out progressing rather quickly, then when the admin left my old unit the packet got dropped and placed on the back burner until it was picked back up by the battalion medic. By the time they got around to submitting the packet, the time for submission elapsed. For the last year and some change they have been trying to resubmit the packet without success. I've tried going to IG to try to get an explanation of why the ball got dropped and IG told me to go through my chain of command. I went back to the battalion medic and haven't gotten an update in over 3 weeks now. At this point I'm out of options short of a Congressional Inquiry. Am I out of line by taking it to that step? I feel as though there is no other option left.

I applied in 2007, they never approved it even though the Doctor that diagnosed me stated I would get it. I am now in the Federal Claims Court fighting for it along with Military Disability.

SFC (Join to see) can you shed any light on this? I'm pretty sure you know literally everything about the Army.

It's a Reservist pay, so I'm not super smart on it. But I do know that a line of duty investigation must be conducted after the accident. I don't personally know anyone who has received it, though. I would contact these guys first :
