Reason being, is that my battalion is horrible at managing it's NCO's (mainly SSG's) and I'm getting denied my KD time. Can anyone provide any information? Thanks.

I'm guessing you want to move. Just call your branch and ask to move.
To answer your actual question, AR 614-200 covers reassignment, AR 614-30 covers overseas assignments, a myriad of other regulations and MILPER cover other special assignments. In addition, HRC provides its own manning guidance to include time on station rules, EFMP, MACP and KD requirements that it provides to your branch manager to follow when determining assignments.

For clarity purposes... You ask for PCS MILPER then bring a manpower management issue at your unit. How about what’s the minimum time on station before PCS eligibility? Or something in that lane! Regarding KD time, that’s a while different issue which you should bring thru your NCO Support Channel. Make sure you have your ducks in a row regarding your argument.

SSG (Join to see) - I'd request an office call with your BN CSM and if that goes no where, call your branch and request a PCS with the intent of getting the KD time you need.
Have they got you slated for the KD assignment you need and there is a bottleneck or did you get put somewhere and they won't let you out?

SSG (Join to see) meeting the minimum time doesn’t meant anything when it comes to manpower. Personnel allocations at HRC are looked at the macro level. Hence like LTC Jason Mackay states, find what is your status in your unit (profesional development) and then take it from there.
