Will being an Eagle Scout before the military get a PFC a waiver to SPC?

I have a young brand new soldier who is curious if his status as an Eagle Scout will help with getting a waiver to Specialist when the time comes. I was never a boy/cub scout but realize that achieving the rank of Eagle Scout is a big deal. I've known a few soldiers that are Eagle Scouts and it shows thru their leadership and attitude. Usually make pretty good soldiers.

If the SM used his eagle scout to get his E-3 promotion it shouldn't been applied again to E-4.
At the point it should be based on their actions while in the service and their potential as a leader.

SFC (Join to see) - I think with the goal of getting him a waiver for E4, your advocacy with the command team will Be what gets him the waivers.

SFC (Join to see) - He can also address that via petition to ABCMR they will fix his whole promotion record include providing him back pay and in my view this path would save you a lot of work and his record would be fixed. One of the missions of the ABCMR is to fix MEPS issues like this that were bypassed or missed. Have him do this route first. You do not need approval from anyone to take this path and no retributions will be taken for using it either. I used in in 1984, got a decision in 6 months, they fixed everything in my records flawlessly. If you continue on the path your going he will still get SPC but will miss the backpay and TIG. ABCMR = Army Board for Correction of Military Records, I had to write them a letter in 1984 but last I checked they had a public internet website (Google first) where you can download a petition, might be in AKO now.
