What's the best way to get my old unit to process my Interstate Transfer?

I moved from one state to another ...I found a unit in that state and had the unit admin from that unit to send over paragraph and line # and all other pertinent info on November 29th 2018. I cleared CIF with my old unit, I've done all required paper work, I've gone through all the proper channels. I've called and emailed multiple times per week and they always say they are going to get back to me asap. What can I do to let this commander know he's really putting me in a bind. It's been 3 months(I've never met this commander as he is new to unit) I can't contract ROTC or get my tuition assistance until I get this squared away. Thanks

SGT (Join to see) let your chain know what you are going to do, but schedule an office call with the Commander and arrange to have the packet right there. I have seen in other discussions on this topic, that the gaining ROTC PMS may be able to help by going O5 to O5 or even O5 to O6.

Not much of this stuff is done at unit level, other than sending it up the chain of command. You might want to talk to the battalion S1 shop first. If they can't help or direct you to who can, contact the State Headquarters personnel people. This should not be a big ordeal for anyone, it happens all the time.
