Does anyone know why the BAH rate decreased for E5 and below but increased for E6 and above?

SGT Christopher Hayden - the ground lease prevents that. There has to be certain vacancy thresholds for 6 months before they offer to a category of civilians. So if you peers are not accepting quarters, it could happen.

LTC Jason Mackay - I had been living in Pershing Park until August of last year, and the place was becoming a ghost town. And I think there were more retired folks living there than any active duty Soldiers. But I can't really blame people for wanting to live off post and not having their entire BAH taken to live in some dumpy 1980s house.

SGT Christopher Hayden - sounds like the "waterfall" in the ground lease. It aims to keep the quarters occupied and earning so the contractor doesn't bleed out. The ground lease favors active duty service members as outlined in the quarters designation plan (which neighborhoods are which rank etc)
