I'm in a bit of a pickle. I'm within 30 days of my AVAL date of 20181107. I believe there is a regulation stating that soldiers PCSing or ETSing are not to pull duty during the time they are clearing, within the duty week. If they are scheduled, it has to be on the weekend. I've also seen a couple CPLs for different garrisons and posts with similar information. Its been a hot minute and I have not been keeping updated with a lot of the many regulations. My imagination could just be making this up. I'm currently using my resources and searching for such thing if it exits but also using this resource for help and or experiences from soldiers (veterans) that have had similar issues. I'm hoping someone could point me in the right direction.

You should be able to look at your command policies, if they are non existent you go up to the next level. In any case there is no regulation. Depending on your location, the Garrison or highest level command will have policies. Thank you for your service.

The only thing you'll find is local policies that allot a certain amount of time to clearing. While you are clearing, that's your place of duty.

This is likely a local policy or SOP. Not unusual to have ETS and Retiring personnel to have duty, even exclusively be on Staff Duty to allow them flexibility with their recovery time to do what they need to do and get untangled from the unit.

Installation clearance policy is exclusively an an installation by installation policy. Normally a week is considered a minimum amount of time to clear.

AR 220-45 covers Duty rosters. No mention.
AR 635-200 Administrative Separation has nothing on duty exemption

http://www.bavaria.army.mil/docs/RegulationsDocumentsandLinks.pdf I think some of these are CAC enabled so RP gray beards can't see them.

AR 635-8
1–15. Unit commanders
These commanders will—
a. Promote expediency and efficiency of all unit-level supported activities, to include distribution of separation
orders to the Soldier.
b. Emphasize timeliness in submission of award recommendations and evaluation reports, if applicable.
c. Ensure that transitioning Soldiers attend required briefings, to include the Pre-Separation Services Program and
Army Career and Alumni Program (ACAP), in accordance with established pre-separation timelines.
d. Ensure that Soldiers complete required ACAP related tasks in order to meet career readiness standards and
complete capstone requirements.
e. Afford the Soldier adequate time to properly out-process.
f. Ensure completion of medical examinations or separation health assessments conducted in accordance with AR
40–501 and other policy guidance issued by The Surgeon General and U.S. Army Medical Command.
g. Provide required counseling in accordance with paragraph 4–5.
h. Address financial problems that may affect the Soldier and his or her Family during the transition process.
Coordinate with the installation finance or Army Community Services to assist in resolving these issues. i. Conduct unit departure ceremonies in accordance with paragraph 4–10.

USAG Bavaria has a 21 day time hack and a 10 day time hack for different clearing tasks. http://www.bavaria.army.mil/docs/OutProcessingFAQs.pdf
