TLDR: trying to get security clearance, but keep hitting roadblocks. This is for reclass cyber packet or (prayerfully) commissioning.

So I joined nearly 9 years ago and don't have clearance. I recently found I should have it for some of my job functions. Also I am trying to reclass to cyber, its been a several year process. The only thing holding me back is clearance, even cyber recruiters have looked at my packet and said they would take me in a heartbeat...except for my clearance. I have done the process several times now. At my old duty station, right before I PCS CONUS, they told me to just have my new unit start one. I did just that. Now at Fort Hood, Fort Hood has special forms I had to fill out, no problem. I submitted everything; completed forms, passport, birth certificate, certificate of citizenship, credit report, copy of ID, etc. The response I keep getting is; they need a Declaration of Allegiance memo and my naturalization certificate.

Huh?

I have a social security card, birth certificate stating my father (born and raised US citizen) was a then stationed overseas Marine, and I have a certificate of citizenship. It was my understanding that you can't have both a certificate of citizenship and naturalization certificate. Any advice?

Also, I have asked repeatedly what the heck is a Declaration of Allegiance memo. Nobody knows, even the office requesting the memo does even have a template or example. Anybody have any clue?
