I know you said no scholarships but... scholarships. Federal aid, FAFSA. Work studies. Look for grants. & when all else fails, call your schools financial & ask/beg/cry. Sometimes it works.

Here is official information. Historically, there hasn't been officer programs for this. The idea is that you get commissioned and pay your loans with your income.

An option is to join the National Guard in a State that offers a tuition waiver for State schools. What that covers varies state to state.

Joining the Reserve Component while in ROTC is the best deal out there. More benefits, more experience, and your reserve time is credible time in service, meaning you get more money every month of your entire career and retirement.

Only one that I am aware of and it is only for non-prior service ROTC students.
SLRP is almost exclusively for enlisted and some warrants.
