Does having my bachelors degree prior to OCS fulfill the DA Pam 600-3 guidance of “Bachelor’s degree. Prior to promotion to captain”?

Does having my bachelors degree to go to OCS count as having the degree? I know a masters degree it needed for MAJ before going LTC.

Yes, having a bachelor's degree counts for the regulatory and statutory requirement. There is no requirement for a masters.

A masters degree is not required to make any officer rank in the Army that I know of.

Same here with me. I have a bachelor's degree and I know others from my OCS class who made lieutenant colonel without a master's degree.

It will help in getting promoted, but unless something drastically changes it is not required. Performance trumps everything. Even education.
If you’re going for OCS, do it now! I can’t tell you how many people have contacted me or approached me about doing it. Only two of those people actually went for it. One is at USMA, the other is completing the application process now. Don’t sit on you hands (or your education). Do it!

Back in 1996, I was commissioned at a second lieutenant. Others just had to have 90 units completed to be commissioned provisionally. I know a first lieutenant who was made to resign his Commission because he still had completed his college degree by 2004. He was a good military police platoon leader but he didn't have the educational requirement of a bachelor's degree.
