I've visited the DFAS site that helps with retirement planning for future retirees, but is there any site that will help current retirees (from previous years) plan for retiree COLA adjustments?

Military retired pay COLAs are determined each year based on the Consumer Price Index for Urban Wage Earners (CPI-W) for the previous 12 months. The CPI-W is measured from October to September. The new rate is usually announced on or about 1 December and is effective on 1 January. So there are no calculators for this. You need to guess what inflation will be and then use a future value calculator to estimate what your retired pay will be at some time in the future.
