Do people no longer read their counseling forms anymore? Do people NOT go to their NCOs anymore? Or, is this a case of "I was told one thing, but I didn't like what I heard so I decided to go onto social media and search for an answer that better suits my way of thinking and feeling?"

Yes. When you were read your counseling informing you of a flagging action being placed on your records you were or should have been told that no favorable actions could take place while you are flagged. This includes if you are aSPC promotable you will be reboarded.

AR 600-8-2. J is for weight control and A is for adverse action? If you are flagged, that spends ALL favorable action. Promotion is favorable action. Review chapter 3.

The flag is there until it is lifted by completion of punishment for the A and successful completion of ABCP standards for the J.

The second letter isn't a separate flag, it's the status of the flag. In this case the A means that the flag is active. For instance, when a weight control flag is lifted it goes from a BA to a BE.
