Can a soldier receive TIG/TIS waiver in more than one promotion (PVT-SPC)?

YES.
The unit is told monthly what they are allowed.
Sometimes its one or the other TIG, TIS, sometimes both (not often) and then how many of each category they are authorized.
It was common for my company sized infantry unit to to get 1~3 TIG and 1-3 TIS waivers a month in 2005-7

An E2 promoted to E3 using a TIG waiver is eligible to be promoted to E4 using a waiver so long as the waiver has been allocated to the unit by BN S1

It is based on a percentage, based on the total number of that population, which corresponds to total number of waivers allowed as SGM Erik Marquez states in his comment above. If there is a discussion among leadership that a guy got a waiver last time, that might be some equity basis in their minds, but waivers are waivers.

Yes, but not for the same promotion. Regulations allow for waivers for TIS(Time in Service) and TIG(Time in Grade). One cannot receive a waiver for both for the same promotion.

Im not seeing that in regulation or policy.. Would you be so kind as to cite your source please.
Its a business rule and it will change as needs of the service change, I can absolutely say that two waivers for TIG/TIS have been authorized .. I was promoted to E4 with two waivers, and many years later as a company 1SG I signed a C10 for more then a few E2/3 using more then one waiver

AR 600-8-19 'Enlisted Promotions and Reductions' is the relevant regulation. It can be found at http://www.apd.army.mil. My advice is to have this site bookmarked in your favorite browser, and download specific regulation for personal reference. That way you will also have the correct answers at your fingertips.

SGM Erik Marquez - I just reviewed the regulation myself, SGM, and could not find that prohibition. It's very possible that at the time I was told that 2 waivers could not be used at the same time it was based on the commander's preference and not the regulation. So I will withdraw that particular part of my response, and make sure I triple check myself in the future.

SGT Edward Wilcox - Its also possible that HRC put out that guidance in a memo and it was active from 1 FEb 20XX to 1 FEB 20XX.
