What does "Master Leader Course required to get selected in FY18" really mean?

Okay so am I interpreting it right that if you didn't get picked up on the list released today that for next year you can't get looked at again if you don't finish MLC before the board meets? For a course that isn't even available everywhere yet or until like October 17 in some cases? Is that a correct interpretation?

Sadly I didn't want to think this, but admittedly based on history sometimes, the thought had crossed my mind...Just wondering how this is going to be implemented Army wide seriously, especially if we have people downrange and they couldn't get the course before a board meets, or that with some toxic leadership styles that are really out there, that it would be a way for someone to make sure that only the ones they deem as the "right" people get the course...It has happened before...

That.... doesn't make sense, since being selected for promotion is a prerequisite to course attendance... Cart before the horse.
"Master Leaders Course (MLC), once fully implemented, will be a branch-immaterial course that provides an opportunity for Soldiers selected for promotion to MSG to acquire the leader skills required for success at both troop and staff assignments throughout the defense establishment. A future announcement will link MLC and promotion to MSG."
