There should be a Vocational Rehab office located in one of the government buildings in the capitol of your state. You might have to do some searching and calling numbers to find out the right contact info.

Eligibility is cut and dry in that "Other than Dishonorable Service" and a 10% rating from the VA that is less than 12 years old are all that is needed. Determining whether or not entitlements will be awarded is more subjective.
A Voc-Rehab counselor will have to determine that you have an employment handicap and are either unemployed or underemployed. While it usually gets blessed off by a division head, getting or not getting benefits through the program depends on that counselor. They have guidelines to follow, but they aren't well defined and it is up to the interpretation of the counselor.
A denial can always be appealed, but that is a long process.

Well I have a funny feeling about who gets what and why. But I think that I am going to try and apply and see what happens. Because I am 90% and service connected. I retired a CW4 and I believe that I am underemployed as a retired CW4. But again that is just my opinion and you know what they say about Opinions .......

Yeah I see that, but I know people that have used it and well lets just say they were not unable to work. I can't seem to get a leg up in the Government side of the house. It seems as if I am only able to get contracting jobs and so I figure in order to make myself more marketable I would try to get my Masters in Logistics. I'm just saying because it seems as there is a certain criteria for people to get it. I just always seem to be on the outside of it, just like with getting a federal job.

I enquired about it once at a job fair where the VA had a booth set up, but since I was employed they said that I would denied so I never applied. But it seems as though people I know are getting it and they are employed also and they are employed by the federal govt. So what do I need to do to get the same treatment.
