A unit movement plan is unique to the type of unit and type of deployment/redeployment.
I used Excel to build the What, When and Who. Meaning, WHAT has to be done by WHO and WHEN does it has to be done by. With this I could figure out the conflicts, gaps and so on. From the Excel data I could then built the movement annex for the battalion OPORD. I was an untrained UMO when I did all this.

If you are still in need of this I have a program that can generate most of a movement plan for you. It is geared towards the National Guard but it should work to get you started in your planning process without reinventing the wheel.
