Do you agree with Rep. Chaffetz's proposal to move federal agencies away from Washington, DC?

LT Geoffrey Lander - Most of the lobbying does occur to the Legislative Branch, but additional lobbying does occur to the Executive Branch (see the link below). Executive Branch agencies are charged with setting and enforcing regulations based on their enabling legislation. When those agencies propose rules, they seek input from the people and the industries impacted by those rules. Plus, after regulations are put in place, they take feedback on the impact of those regulations from people and industries. Thus, lobbying groups and special interests will direct their attention at the Executive Branch agencies too. Plus, Executive Branch agencies also provide expertise, guidance, and input into the political priorities established inside the White House (the process isn't always just "top-down"). Plus, the Executive Branch pushes their priorities with counterparts within the Legislative Branch. In that sense, lobbying groups try to "influence the influencers".
