To expand upon the previous responses, it's important as a CPL to be familiar with the state and federal (DA) regs regarding the governance of any aspect of your service. The occasional gap in knowledge is anticipated, but it's your responsibility as an NCO to drive your career and the careers of others. What a privilege it is to have even become a CPL, given the current "toolbox" climate. You came here asking, which is a great start, but you should have asked your SGT (or someone in the chain). HRC/State HR doesn't become fully involved until SSG->SFC: See "Semi-Centralized Promotions" in the reg that the MAJ provided (AR 600-8-19).
Good luck, CPL - asking is excellent, and you should ask, but consider your chain as a resource in addition to social media. They are, after all, your raters.

The only person who "controls" promotions is the soldier. Civilian education, correspondence courses, weapons qualification, and the APFT...max out your points. As far as the E4 evaluation goes, just hope your first line leader knows how to quantify and has proper grammar.
