What is better in Senior Rater Comments: "promote ahead of peers" "promote now" or "promote immediately"?

Based on HRC's Board/NCOER Guidance (from 2008-2009), Promote Now/Immediately are interchangeable...promote ahead of peers corresponds with 2/2 senior rater rating.

So I've let this run for 24 hours and you can already being to see the cultural differences in our understanding. I've been told that SR should report exact feelings to the broad about the SM. So background information, When the word "now" is used it implies that one shouldn't waste time. I recently spoke with a retired CSM that served on a three star level, and is still involved in the game. He said my NCOER is written very strong but he suggested that "promote ahead of peers" is the key billet for promotion. Additional information, for each Senior NCO he has written an evaluation, if it was there last eval, over 50% of them have been selected for promotion the next board.
The purpose behind this is to understand more of the culture involved with the main document that elevates others over the rest...

I think that you may have unintentionally pointed out another very good point when it comes to guidance on promotions. That is to have a mentor that you trust and follow his/her guidance.

When appearing at a promotion board, it is important to have comparative comments.
Promote ahead of peers is best among those listed, but I coach my NCOs to rate comparatively. If they should be promoted ahead of peers, state why in that or subsequent bullets.
For example:
o promote ahead of peers; demonstrated technical proficiency and performance during training and through excelling as a Platoon Sergeant as a SSG
Even better, make a direct comparison:
o promote ahead of peers; performance was 2d best among a company of 17 Staff Sergeants
And then say how you came to that conclusion in subsequent bullets.
The board is looking to select the best qualified Soldiers. We see the same throw away comments over and over and they lose their punch. Be specific about the NCO's qualities and performance and it arms the board with much better information to make the best decisions on who should be promoted (or eliminated) next.

How about the worst Senior Rater Comment ever. My ROTC Roommate as a LT at Ft Lewis. "Eliminate Expeditiously".

SGT Jerrold Pesz - The command protected the troops. When I ran in to him it was at a Brim Frost exercise in Alaska. He was the Assistant to the Assistant to the Assistant Brigade S1 while waiting out his time.
