Okay, I asked for your favorite President you saw in TV and movies, now give me your worst. When I say "worst", I'm talking about the character, not the actor's performance.
For me, it's Aaron Eckhart's character in "Olympus Has Fallen"; he ordered his staff to reveal national defense secrets to save their own lives, and what's more, they did.

I wanted to say Fitzgerald Grant on the ABC show Scandal.....he is like a modern day JFK that lives.

(Implied) President Obama in Transformers: Dark of the Moon. Decepticons have come to Earth in mass numbers to enslave the human race and his (or his staff's) response is to exile the Autobots, literally the only hope to stop the Decepticons from taking over.
Continuing that is the fact that in Transformers: Age of Extinction the U.S. government is now hunting the Autobots and trying to kill them all despite the fact that they have saved the world three times.
(I say implied because throughout those movies it's implied that the POTUS in the movies is the same as whoever is POTUS in real life.)
