If my mind is tired, the body will follow no matter what I want to do. If my mind is strong, I could convince the body to keep fighting. One more rep; one more step.

SFC Stephen King I think any Special Operator will tell you that Mental strength is more important, hands down. This is why small, wiry guys can complete, say, BUD/s, where bodybuilders might not.

The optimal soldier is both physically and mentally sound. I would agree that in special ops you need to be physically fit , but it ultimately is the will to never quit that sets you apart from others, no matter how big you might be. As the saying goes, "you don't need to finish the race in first place, what's important is that you finish the race".
