With promotions becoming more competitive should the opinions of subordinates be considered by the boards instead of only superiors and board members?

The seniors in the White House was talking about this at some point, but MSAF.army.mil gives you the ability to do so on your own.

I would say no. Because the board should be basing it on performance and not like ability. Hence why more leaders need to be proactive in grooming and mentoring to reach a good evaluation.
