In an age of QSP, how does the Army handle 14,000 NCOs who have not attended the proper NCO Professional Development Course?

Failure to complete the requisite level of PME is a trigger for QMP consideration. With the realignment of the boards, QMP will come first followed by QSP. In theory all of those folks will get selected under the former resulting in less being selected under the latter.
